§ 16.04.050. Interpretation.

  • In the interpretation and application of the provisions of this title, the following shall govern:

    A.

    Provisions are Minimum Requirements. In their interpretation and application the provisions of this title shall be regarded as the minimum requirements for the protection of the public health, safety, comfort, morals, convenience, prosperity and welfare. This title shall be regarded as remedial and shall be liberally construed to further its underlying purposes.

    B.

    Application of Overlapping Regulations. Whenever both a provision of this title and any other provisions of this title or any provision of any other law, ordinance, resolution, rule or regulation of any kind contains any restrictions covering any of the same subject matter, whichever restrictions are more restrictive or impose higher standards or requirements shall govern.

    C.

    Existing Permits. This title is not intended and shall not abrogate or annul any permits issued or agreements made before the effective date of the ordinance codified in this title.
